Mistreated by the Police

My sister first had her child unlawfully taken by a judge in Newport, TN.  Judge Bell was indicted by Nashville for inappropriate judging however, the state somehow allowed him to still be a judge.  My Sister had her child taken from her 6 years ago and was told she would never get her child back.  She had no charges against her at this time, and her child went to live with our mother.  My sister lost her driver’s license due to lack of payment of back child support, which our mother said she didn't want at the time.  We went to child support court wondering why the father had none of the financial burden for the courts to tell us that if she didn't file then they couldn't file for her.
She lost her license and has since then been pulled over.  She has turned to substance abuse because she lost her insurance due to losing her child (for unjust reasons) She was pulled over and had narcotics in her possession.  She was out on a 30K bond and when she went for arraignment, the judge told her she was ineligible for a court appointed lawyer.  The police went through her car so much that they ended up taking pictures of themselves on her personal camera.  They also took her phone and when she went for arraignment, they charged her with tampering with evidence because she transferred her number to another phone.  She has no house phone and needs her phone.   Mind you, my sister is a server at Cracker barrel.  She makes $2.13 an hour plus tips.
She then was driving again because she has to make it to work to support herself, and she was pulled over.  The police officer asked if he could search her car both times and she did tell them no.  The second time she was pulled over, the cop told her to get out of her vehicle.  She had her seatbelt on and told him to hang on a second (there was a witness on the phone at the time this was happening and the cops did not realize it at the time).  She apparently didn't move fast enough he literally yanked her out of the car with her belt still on so it obviously left bruising on her.  Once he got her out of the car, he slung her around and down to the ground.  She is not the type to resist (obviously or she would have had this charge on her previously) she finally calmed down and the cops (Sevier County) put the handcuffs on her hand, not her wrists, so tight that it broke her thumb.  When I finally bonded her out, she was beat up from head to toe.  I believe this happened because a Sevier County officer abused one of my employees recently and she encountered the same treatment.  My employee did file a complaint through the department.  She went to court yesterday and received another charge and was told by the judge that if she wouldn't have filed that complaint that he probably would have dropped her charges.  However, she did and he was sentencing her to the max and the max fine.  Therefore, my sister has been afraid to file a complaint through them.  I also have another employee whom his girlfriend is a deaf mute and she is black.  She was pulled over in Sevier County for going to slow.  They took her phone for what reason I don't know and neither does she.  He sent out racial remarks to her boyfriend and a pic of his ...well down low.She has found a lawyer but he is 5K to start
